Of India only attest or authenticate those Mark Sheet which are issued by Government University in India.
Mark Sheet Attestation from Higher Education Department (HED)
In India, the Human Resource Department (HRD) was the authentication or initial Attestation authority for Graduate or Post Graduate Degree etc. Now, the Mark Sheet Authentication or the first step of Attestation will be done by Higher Education Department (HED) instated of HRD. When the Mark Sheet Attestation will be completed from HED, then the Ministry of External Affairs (MEA) Attestation will be done.
Mark Sheet Attestation from MEA
After completion of the Attestation from HED, the Mark Sheet Attestation will be completed from Ministry of External Affairs (MEA), Govt. of India. The MEA Attestation can be completed anywhere from New Delhi, Kolkata, Mumbai, Chennai, Hyderabad, Bangalore, Chandigarh and Guwahati Center in India. The Mark Sheet Attestation from MEA is a mandatory step when it is processing for abroad.
The Ministry of External Affairs completed two types of certification. One is ‘Normal Attestation’ and another one is ‘Apostille Attestation’. When the destination country is a non-Hague Conventional Country, then the Mark Sheet Attestation from MEA will be done. If the destination Country is a Hague Conventional Country then the Mark Sheet Apostille from MEA will be done.
Mark Sheet Attestation from Embassy
When the destination Country is not a member of Hague Conventional Country (non-HCC) then the Mark Sheet Attestation or Legalization will be done from the Embassy or Consulate of the destination Country present in India. The Mark Sheet Attestation from Embassy in India will be completed only after the Attestation from MEA, Govt. of India. Some Country also require their ‘Cultural Center Attestation’ on the Mark Sheet prior Embassy Attestation.

To overcome the situation, the Ministry of External Affairs (MEA), Govt. of India has two alternative options to complete the Attestation of the Mark Sheet prior MEA Attestation. The two processes are as under.
Mark Sheet Attestation from SDM, New Delhi
As per normal process, the Mark Sheet Attestation or Authentication will be completed from HED in the first step, but alternatively the Mark Sheet can also be Attested from Sub Divisional Magistrate (SDM), Delhi prior Ministry of External Affairs (MEA) Attestation. The Mark Sheet which will be Attested from SDM, Delhi must be Attested or Apostilled from MEA, Delhi only. SDM Attestation may be done same day.
Mark Sheet Attestation from Home Department, Mumbai (Mantralaya)
