An Indian national may obtain a Police Clearance Certificate / PCC from the following sources,
O Local Police Station of the candidate
O Regional Passport Office / RPO
O Indian Diplomatic Mission of the residing Country
When an Indian is applying a visa for abroad, then the PCC Certificate Attestation is required. The PCC Attestation is required for ECR Countries. Apart from the processing of Job / Work Visa or Student / Study Visa, the PCC Certificate Attestation is also requiring at the time of immigration to any Country for citizenship etc.
First of all, the PCC Attestation from a Notary Public will be done on the original PCC Certificate even it is obtained online or from Police Station. The Notary Attestation can be completed from the local notary and it is obtained in the form of a signature and a stamp. The Notary Attestation is an important requirement on the PCC received from local Police Station.
Police Clearance Certificate is considered as a personal non-educational document and it will be Attested by the designated Regional Authentication Centre / RAC of the respective states if it has issued from local Police Station. The RACs may be Home Department, General Attestation Department / GAD or Regional Passport Office / RPO. The High Commissioner of the representing State is also having the authority to Attest the PCC prior Apostille.
If the PCC Certificate has issued from Local Police Station, then it can be Attested from Sub Divisional Magistrate / SDM, NCT-Delhi and it is considered an alternative process of PCC Attestation. The SDM Attestation in Delhi (particularly authorized by MEA) is a commensurate Attestation instated of RAC or GAD or the Home Department and it is applied in some special cases. It is also to be noted that each and every SDM Attestation is not valid to get the Attestation from MEA.
When a Police Station issued PCC Attestation has completed from Notary and Home Department / Regional Attestation Center or alternatively from Sub Divisional Magistrate (SDM), NCT-Delhi then the PCC Certificate Attestation from MEA will be done. The Ministry of External Affairs Attestation of PCC will be completed from New Delhi, Kolkata, Mumbai, Chennai, Hyderabad, Bangalore, Chandigarh, Guwahati Center in India.
When the Police Clearance Certificate has issued by Regional Passport Office (RPO) or Indian Diplomatic Mission abroad then the PCC Certificate Attestation will be done by MEA directly and there is no requirement of primary level off Attestation hike Home Department or SDM etc.
The PCC Attestation in India is not a single step Certification process if it has issued from Police Station and it requires couple of days to complete. The require time depends on the state where the PCC Certificate has been issued from. If the PCC has issued from Police Station of Indian State, then time frame to Attest a PCC is different for various states and it is around from 3 working days to 45 days. The PCC issued from RPO or Indian Embassy abroad then the PCC Attestation from MEA will be done within 1-2 working days.
The PCC Certificate Attestation charges depends on the require process to be completed. If the PCC has issued from RPOs or someone has completed all the require Attestation prior MEA Attestation of a Police Station issued PCC, then the charges are very much lesser than those PCCs which are not.
